On February 23, the Ministry of Education held the third press conference of the 2022 Chinese New Year series on education to introduce the work related to promoting the high-quality development of modern vocational education. Chen Ziji, director-general of the Department of Vocational Education and adult education of the Ministry of Education, introduced the introduction of the key work of vocational education in 2022. Chen Ziji said that the digitization of education is not only the trend of the times, but also an urgent matter of the moment. The 2021 was a landmark year in the history of vocational education, marked by the convening of a National Conference on vocational education by the Central Committee of the Communist Party of China and the State Council. The conference, based on the historical intersection of the two centenary goals, highly appraised the strategic position of our country's vocational education and comprehensively summarized the major achievements of our country's vocational education, this paper systematically combs the successful experience of vocational education in our country, scientifically analyzes the historical opportunity of developing modern vocational education in our country, and comprehensively deploys the policy measures of developing modern vocational education.

 

The year 2022 will be a crucial year for improving the quality, training and reform of vocational education.

First, we will unswervingly implement the National Vocational Education Reform Implementation Plan. This document, issued by the State Council, mainly proposes a series of policies and measures to solve the problems that have long constrained the development of vocational education systems and mechanisms, and clarifies the road map for deepening vocational education reform. We will continue to strengthen departmental communication, increase the supply of systems, remove the deep-seated obstacles that restrict the reform of vocational education one by one, and implement the tasks proposed in the "20 Rules of Vocational Education" item by item.

Second, we will vigorously promote the implementation of the Action Plan for Improving the Quality and Excellence of Vocational Education (2020-2023). This document was jointly issued by nine departments of the inter ministerial joint meeting of vocational education under the State Council. We will strengthen the main responsibilities of local governments and schools, guide local schools to implement the tasks and projects they undertake, eva luate the performance of the implementation, and serve as an important reference for assessing the performance of provincial governments in fulfilling their educational responsibilities and selecting a new round of major reform pilot projects in the field of vocational education.

Third, the innovation mechanism promoted the "Opinions on Promoting the High Quality Development of Modern Vocational Education" to take root. This document is a supporting document for the National Vocational Education Conference issued by the General Office of the Central Committee and the General Office of the State Council. It mainly aims to consolidate the orientation of vocational education types, meet the general requirements of the construction of a powerful education country and the Modernization of China's Education 2035, and make an overall arrangement for the construction of a high-quality vocational education system. On the one hand, we will focus on local responsibilities and put forward quantitative and qualitative indicators to ensure that the national spirit of vocational education reform does not fade or become distorted; On the other hand, we should deepen and expand the ministerial and provincial co construction of vocational education highlands, stimulate local reform vitality, gradually form the working pattern of "one policy for one province, one policy for one city, one policy for one county, and one policy for one school", and timely refine and transform the good policies and experiences issued by the local authorities into institutional norms.

Conference, the "what", "how" and "how" of vocational undergraduate education have become the focus of vocational education and the whole society. We believe that the development of vocational undergraduate education is the inevitable result of the joint action of external and internal needs of education. It is not only to meet the needs of economic and social development for high-level technical talents, but also to respond to the needs of the masses for high-quality employment and education, and also to follow the development trend of world vocational education and higher education.

First, strengthen the top-level design. Formulate guiding opinions, define the school running orientation, development path, training objectives, training methods and school running system of vocational undergraduate education, guide the school to work hard on connotation and improve the school running quality. Second, scientific setting. We will improve the standards for setting up vocational undergraduate schools and the methods for setting up specialties, support eligible national "Double High Plan" construction units to independently upgrade to vocational undergraduate schools, support higher vocational schools at the junior college level that meet the requirements of deep integration of production and education, distinctive school running characteristics, and high training quality, upgrade some of the specialties, and pilot vocational undergraduate education. Third, create a demonstration benchmark. In the form of "small incision" and "big support" jointly built by ministries and provinces, about 10 high-level vocational undergraduate education demonstration schools were selected and built to create a benchmark, boost confidence, change image and go out of the way. At present, the proportion of upgrading from junior college to undergraduate has reached 20%. Next, we will strive to make more vocational school graduates receive high-quality vocational undergraduate education.

The third breakthrough is to make the "vocational college entrance examination" the main channel for higher vocational college enrollment. The examination enrollment is the "bull nose" that affects the reform of vocational education, and is the key to optimize the type orientation and unblock students' access to higher education. Since the Ministry of Education issued the Guiding Opinions on Actively Promoting the Reform of the Higher Vocational Education Examination and Enrollment System in 2013, Shandong, Jiangsu, Jiangxi, Sichuan, Chongqing, Fujian, Anhui and other places have conducted pilot projects on the "vocational education college entrance examination", which has achieved good results and experience. This year, on the basis of summing up local practical experience, we will improve the top-level design of the "vocational college entrance examination" to better play the role of "baton". Focus on three things: First, strengthen the construction of the examination system and standards to ensure that the examination is rigorous and orderly, safe and standardized, fair and just. Second, optimize the structural proportion and organizational mode of "cultural quality+vocational skills", and provide students with a variety of enrollment and learning methods for receiving higher vocational education. Third, we will expand the proportion of students enrolled by vocational undergraduate and vocational colleges through the "vocational college entrance examination", making the "vocational college entrance examination" the main channel for higher vocational education enrollment, especially for vocational undergraduate schools. We will promote the establishment of a "vocational college entrance examination" system featuring overall planning, comprehensive eva luation and diversified enrollment at the provincial level, improve the problem of students' "thousands of troops cross the single log bridge" through the ordinary college entrance examination, effectively alleviate the pressure of separating the secondary school entrance examination from the primary school entrance examination and "educational anxiety", and basically form an integrated training model for vocational education.

The fourth breakthrough: promote the digital upgrading of vocational education. The digitalization of education is not only a general trend, but also an urgent matter of the moment, which has brought historical opportunities to the transition and overtaking of vocational education. On the basis of the preliminary work and under the overall layout of the Ministry of Education, we will promote the overall leap of digital transformation of vocational education in accordance with the working principles of "demand traction, application first, maturity first, and technical support", with platform upgrading and resource development as the content, and with hardening conditions, application optimization, and quality enhancement as the goal.

On the basis of the preliminary work and under the overall layout of the Ministry of Education, we will promote the overall leap of digital transformation of vocational education in accordance with the working principles of "demand traction, application first, maturity first, and technical support", with platform upgrading and resource development as the content, and with hardening conditions, application optimization, and quality enhancement as the goal.

The first is to build a digital "1+5" system of vocational education, that is, the vocational education decision-making brain system and decision-making support center, the professional teaching resource center, the boutique online open curriculum center, the virtual simulation practice center, and the vocational school governance ability improvement center, so as to drive the reform of teaching mode and governance mode with the digital transformation as a whole. Second, we will continue to develop high-quality digital teaching resources, build a national, provincial and school level resource library that complements each other and uses a wide range of applications, continue to select a number of online open courses at different levels for a large number of specialized courses, promote the construction of digital and media teaching materials, speed up the construction of virtual simulation training bases, start the pilot project of building a benchmark school for vocational school informatization, and constantly consolidate the foundation of vocational education informatization, Serve high-quality development.

 

The fifth breakthrough: create a closed loop for the connotation construction of vocational education. Connotation construction is the fundamental requirement and inevitable path for vocational education to achieve high-quality development. This year, four things will be focused: first, strengthen the standard construction, release the professional profile, teaching standards, public basic curriculum standards, practical teaching conditions construction standards and post practice standards supporting the Vocational Education Specialty Catalog (2021), guide schools to innovate morality and technology and cultivate the mechanism, and implement the task of cultivating morality and talents. The second is to optimize the professional layout, guide all localities to formulate the optimization and adjustment plan for the professional layout structure of vocational colleges during the "Fourteenth Five Year Plan" period, expand the manufacturing industry and other key areas, and set up and cultivate personnel in the areas of domestic economics, elderly care, childcare and other people's livelihood in short supply. The third is to improve the quality assurance system, guide and support schools to comprehensively establish a normalized teaching work diagnosis and improvement system, improve the government supervision and eva luation system, highlight the characteristics of vocational education in eva luation indicators, and strengthen the social contribution of vocational education in eva luation conclusions. The fourth is to thoroughly implement the Regulations on the Management of Students' Internship in Vocational Schools, guide all localities to formulate specific implementation plans, carry out special governance on internship, improve the informatization level of internship management, and seriously deal with violations.
