Lu Xin, President of China Association of Vocational and Technical Education and former Vice Minister of the Ministry of Education

Lu Xin pointed out in his speech that the "the Belt and Road" International Seminar on Vocational Education has been held for two times and has achieved fruitful results. The theme of this seminar is "openness, cooperation, win-win - jointly building a human skills community", which is to deepen the "the Belt and Road" vocational education cooperation, explore the common challenges facing global vocational education in the context of economic globalization and the digital economy, focus on the role of vocational education in skills formation and construction, strengthen the role of skills in improving personal employment competitiveness, optimizing and upgrading the service industry Maintain the important role of the global industrial chain supply chain stability, and inject new impetus and carrier into the construction of a community with a shared future for mankind by building a community of human skills.

Lu Xin reviewed with detailed data the international production capacity cooperation and people to people and cultural exchanges of China's vocational education services during the construction of the "the Belt and Road". She pointed out that the interweaving of the century old changes in the world and the century epidemic needs to deepen skills cooperation, and it is urgent to build more skills digital communication and people to people exchanges platforms in the field of vocational education. The integrated innovation of digital economy and new technology puts forward new requirements and challenges for the quality structure, ability structure and skill structure of talents, and will also reconstruct the world skill system. In the face of new industries, new formats, new models and new occupations dominated by digital skills, how should vocational education respond to them and better provide talent and skills support for global digital transformation is a common topic facing the world.

Fang Jun, Deputy Director General of the Department of International Cooperation and Exchange of the Ministry of Education

Fang Jun said that the Ministry of Education attached great importance to the role of vocational education and promoted practical cooperation between Chinese and foreign vocational education through "bringing in" and "going out". On the one hand, pay attention to the "introduction" of high-quality resources and deepen the integration of production and education. Taking Europe as an example, by building a dual platform for the integration of production and education between China and Europe, we have carried out in-depth cooperation with leading European enterprises in the industry, such as Bosch, Siemens, Schneider Electric, focusing on the construction of training centers and talent cultivation around automobiles, information technology, high-end equipment, new energy, and intelligent manufacturing. On the other hand, actively support vocational colleges to "go global" and contribute Chinese wisdom. At present, cooperation platforms such as Luban Workshop have gradually formed influence in countries along the "the Belt and Road", and vocational colleges have begun to travel with Chinese enterprises to serve the training of local high-quality skilled talents.

Qin Changwei, Secretary General of the National Commission for UNESCO of China

Qin Changwei believes that three things should be done to promote the reform of vocational education: first, make good use of the needs, and grasp the new skills demand brought by the changing world, changing technology and changing youth. Second, we should make good use of the background of educational technology revolution to promote vocational education to achieve revolutionary changes and become an education that the people are satisfied with. Third, we should make good use of the international cooperation platform to build consensus, exchange experience and share resources, so as to form a strong force for the reform of vocational education.

Yue Yanghua, director of the Center for Contemporary World Studies of the Central Committee of the Communist Party of China, said that the community with a shared future for mankind has become a distinctive banner of the direction of mankind. Against this background, it is particularly important to adhere to the principle of joint consultation, joint construction and sharing, extensively participate in the "the Belt and Road" international cooperation platform, and provide Chinese solutions and Chinese wisdom for global governance. She also shared four thoughts on international cooperation in vocational education under the the Belt and Road Initiative. First, strengthen resource sharing and gradually build a regional international cooperation community. Second, deepen market docking, expand characteristic training, special training and skill training, and specifically cultivate skills required by the the Belt and Road Initiative. The third is to promote the common aspiration of the people, and enhance mutual understanding and dialogue between the people, especially young people. Fourth, give play to the role of think tanks and carry out eva luation research, theoretical support and direction guidance for international cooperation in vocational education along the "the Belt and Road".

Chang Jin, secretary of the China Development Research Foundation, said that in recent years, China's vocational education has made gratifying achievements, with about 58 million highly skilled talents, accounting for nearly 30% of the total number of skilled talents. In view of the inadequate development of regional vocational education, the China Development Research Foundation has carried out social experiments and research projects in Sichuan, Guizhou and other places to explore ways to improve the level of human capital in the local areas and provide demonstration models for other regions. The Foundation will work with partners from the education sector, enterprises, social organizations and other parties to jointly participate in the training of new skilled personnel and the exploration of the development model of vocational education.

We will further promote the system of vocational education with Chinese characteristics to go global, introduce the experience of vocational education development in the world, and transform the ardent expectation of the General Secretary for "great promise" in vocational education into a vivid practice of "great promise" in the vocational education front.

Wu Yanling, the second level inspector of the Education Department of Guangdong Province, said that Guangdong is an important part of China's implementation of the "the Belt and Road" strategy, and serving the "the Belt and Road" construction is the unshirkable mission of Guangdong vocational education. Taking the strategic opportunity of implementing the "the Belt and Road", Guangdong has issued the action plan of promoting the "the Belt and Road" education, and promoted a group of Guangdong vocational colleges represented by Shenzhen Polytechnic Institute to go out to serve the industrial development of countries along the "the Belt and Road" through cooperation in school running, school enterprise cooperation and other ways. Guangdong is willing to work with countries along the "the Belt and Road" to adhere to openness, cooperation and win-win results, and jointly build a community of human skills, so as to increase global connectivity and enable more countries and more people to share the achievements of vocational education development.

It has made positive contributions to deepening mutual learning of vocational education in countries along the "the Belt and Road" and building a community of shared future for vocational education in the "the Belt and Road". In the future, Shenzhen Polytechnic Institute will make full use of Shenzhen's regional advantages as a "window" of China's opening up, carry out extensive international exchanges and cooperation, and contribute more professional strength to promote vocational education "going global" and build a brand of vocational education with Chinese characteristics.

Mr. Xia Zehan, Director of the UNESCO Representative Office in China, on behalf of the UNESCO Representative Office in China, congratulated the Conference on its smooth opening. He said that the COVID-19 epidemic has brought challenges and opportunities to the world, and vocational education has great potential in health, industry 4.0, rural revitalization and other aspects. The UNESCO Vocational Education Project is committed to formulating vocational education policies, improving vocational education levels, developing regional capacities and formulating global standards. He hoped that UNESCO would join hands with countries along the "the Belt and Road" to establish a qualification framework for vocational education, make vocational education an important area for countries to revitalize development, and create a better world of peace and sustainable development.

The meeting pointed out that the Chinese government attaches great importance to the development of vocational education and promotes the reform and innovation of vocational education in China from a grand international perspective. The Ministry of Education of China ha
